Upside:
I think it would be a good idea to have a shoutbox implemented.
That way, if users are online, they will be able to talk to one anther easier.
Also, it's a faster way to have a conversation then PMing people.

Downside:
Easier to broadcast a advertisement

Solution:
Make it so admins can clear the chat.

Thats only IF phpbb had something like that implmented, I might get vbulletin, depending on how the server goes.
